Parish Clerk & Responsible Financial Officer (RFO)

£20,092 to £23,080 p.a. (pro-rata)
Salary Scale NALC LC1 (7-14)
40 hours per month (Subject to review)

Dymock Parish Council is looking to recruit a proactive individual who is an excellent manager and ambassador to partner our elected and co-opted members in delivering their priorities to the Community.
Dymock is a rural parish of some 500 homes and approximately 1,000 residents. The parish council is made up of 7 members (4 elected and 3 co-opted).
As Parish Clerk, you have a pivotal role in building and maintaining a good working relationship with a wide range of stakeholders, including residents, farmers, local authorities and other organisations in and around the parish.
The successful candidate will have considerable administrative and organisational skills and ideally have experience of working within local government. You will need to be a good communicator, be able to work under pressure and possess the ability to deal with a wide range of people with both diplomacy and tact.
Strong interpersonal skills are essential together with IT ability which should include the competent use of the Microsoft range of products.
The applicant will hold the Certificate in Local Council Administration (CiLCA) or be willing to achieve this qualification within 24 months of commencing employment. This training would be parish council sponsored.
The Clerk/RFO is responsible to the Parish Council for:
- Managing the day-to-day business of the Council
- Providing advice as the Council’s Proper Officer & RFO
- Implementing Council decisions
- Managing and reporting on the Council’s finances
Experience as a parish clerk or a working knowledge of parish council procedures is preferred but not essential if required competencies can be demonstrated.
The role is primarily home-based with scheduled meetings at Dymock Parish Hall. Duties will require some evening work including attending:
- Property Management Committee meetings held on the 2nd Monday of alternate months at 6:30pm in Dymock Parish Hall, The Village, Dymock, GL18 2AQ
- Council meetings held on the 2nd Monday of alternate months at 7:30pm in Dymock Parish Hall, The Village, Dymock, GL18 2AQ
- Neighbourhood Development Plan meetings held on the 4th Monday of each month at 7:30pm in St Mary’s Church, The Village, Dymock, GL18 2AQ
The salary is £20,092 – £23,080 p.a. (pro rata for 40 hours per month) which equates to £10.44 – £12.00 per hour. This can be negotiated depending on qualifications and experience.
